Breaking News: Lynwood Councilmember Luis Cuellar Proposed a Regional Effort to Monitor Federal Immigration Enforcement

LYNWOOD, CA — In response to increasing concerns over the lack of transparency and constitutional accountability in recent federal immigration enforcement operations, Lynwood Councilmember Luis Cuellar announced at the July 1, 2025 City Council meeting a request to form along with neighboring Gateway cities a Joint Powers Authority (JPA).

The proposed JPA would audit federal immigration raids for compliance with the U.S. Constitution, California state law, and local due-process protections, and would initiate legal action when violations are identified.

“Our communities deserve to know that every action taken by the federal government within our city boundaries is lawful, accountable, and respects basic human rights,” said Councilmember Cuellar. “We are stronger when we act together.”

Under the motion, the City of Lynwood would commit $100,000 toward a regional legal and investigative fund, with a goal of raising at least $1 million in pooled resources from participating cities. The JPA would be empowered to retain independent legal counsel, conduct investigations, publish public audits, and pursue litigation when necessary.

The long-term goal of the initiative is not only to defend local families, but also to pressure federal leadership into enacting long-overdue immigration reform.

“This is about more than lawsuits—it’s about setting a new standard for accountability, and pushing for real reform in Washington,” Cuellar added. “We’re inviting our neighboring cities to join us in this effort.”

The City of Lynwood is expected to formally present the resolution and funding request on July 15, 2025 upcoming Lynwood City Council meeting (6:00 pm).
